What kind of system specs can run these games on almost max settings at 60 fps.  Arma 3, Day Z,  GTA V, Rust.

Arma 3 and DayZ don't run. :P

jk, you'll need a really good CPU for those. GTA V requires a pretty good GPU for 1080p60+, have no idea about rust.

4690k/8GB RAM/GTX 970 should cover everything pretty well at 1080p and 1440p.

GTX 960 or an R9 280x/285/280 are probably sufficient as well.

You didn't say at what resolution you wanted to run these games at almost max. settings at 60 fps.  You need to provide more info. for people to help you.

Too many ****ing games!  Back log 4 life! :S

Arma 3 is a joke for optimization. Runs like a turd even on my system

A decent i5, 8GB RAM, I'd say GTX 970 for almost max. I don't know about the stupid advanced settings.

Maybe a 290/x.
