Raiding 2 different speed hard drives

Can i raid 0 a wd scorpio blue and a scorpio black? both are the same size but the black is 7200rpm and the blue is 5400

Sure but the speed and size will be limited to the slowest and smallest drive.

Technically you can put any two or more drives in a RAID array. Do have in mind that in order to work, all the drives are formatted and the data is deleted from them once the array is set. Also, as @WoodenMarker explained, all the drives in the array will be limited to the speed of the slowest drive and the capacity of the smallest drive. For example, If you have a 1TB drive that works with 150MB/s read/write speed and a 2TB drive that works with 100MB/s speed, both drives will have the capacity of 1TB and work at 100MB/s speed. If you put them in RAID0, you will have about 2TB of usable space and about 170MB/s read/write speed.
Also I wouldn't recommend using non-NAs/RAID class drives in a RAID array due to higher chances of drive dropouts and data loss. 
If you do set up a RAID0 array, do make sure you have a backup of your data on the array since it does not provide any redundancy whatsoever and if one of the drives fails, you lose everything on the array.
