would it be cheaper and or more efficient to build one pc to play and stream games? or have one for streaming and a seperate ones for gaming.

Only build a 2nd pc for streaming if you are making money from streaming also a few big streamers see it more of a hassle and don't bother also means you will need to get a capture card
