Do I need a exhaust fan and if I do where do I place it?

So I plan on building a new computer with these specs.

Processor: I7 4790k

Storage: 1tb WD Blue and PNY CS1100 120gb

CPU Cooler: Hyper 212

Motherboard: Asrock z97PRO

Memory: 8gb Crucial Ballistix

GPU: Gigabyte G1 970

Power Supply: EVGA 600w

Case: Spec 02 (2 fans included)

The case comes with 2 fans, you are fine. You don't need one but it helps with cooling.

change the case to the spec 03

The build looks pretty solid and well planned. It should handle pretty much anything you throw at it. 
 
You should be fine with the included fans. I would say check how it performs with the stock fans and the ones on the CPU, PSU and GPU and, if needed, add one more.
