When you read the Socialclub ToS, the product ID can ONLY be activated with one social club account, and can not be transferred.

Can I do this with a Steam copy of GTA IV?

Do you mean the single player save? If so probably, just try and look for the files, most likely will be in your documents and rockstar games(->profile->numbers-> copy everything over that's where GTA V is).
