IDK I'm stumped. Thought you were trolling but 2nd pic wont allow it.

My 8+ year old computer doesn't reach 100% in chrome and with a game running in the back ground...

This is something odd here.

First Picture:

To see if it is a Chrome related issues, close all open Chrome Windows / tabs, and see if the CPU usage drops.

Chrome, over time, can be a resource hog.

Second Picture:

Why is Windows only seeing one Core / Thread?

I am also on Windows 7, and it shows all 8.

How many Cores does it say in "Computer" > "Properties" say?

What version BIOS are you using for the MSI Gigabyte 970 Gaming motherboard?

Did you accidentally disable any Cores in the BIOS?

Please check.

Did you check how Cores CPU-Z detect?

Maybe somehow your boot options to messed up because you do seem to have only one core running.

go in your windows search bar, type "msconfig"

In the boot tab, hit advanced options...

Uncheck Number of processors or try to see if you can increase it.

Reboot and check your windows task manager performance tab, it should have multiple squares. If not then there's something weird going on, maybe reset bios or w/e..

That's a bluray disc piece of software. I sense something silly afoot...

I would do what both luckylock and -rascal- suggested. And please post pictures of your bios' CPU settings, making sure all cores are in fact enabled.

That program has as little to do with your CPU as Notepad.

But hey, if it's fixed.
