Not able to boot os on laptop

1Hi , I am using i3 laptop and i am facing the issue with windows 8.1 so decided to reinstall the windows and do complete format . but when i am trying to enter the boot menu so it is not entering in that there are two different menus but not able to enter in either . it instructs to to press F2 and for other ESC . I also tried F10 and Del but not able to enter i am installing with USB Drive . And not able to reach boot menu everytime i make power on and tries to enter it . It boots the previous menu. Please help me on that.

not quite getting what you meant, have you already installed the OS you are having trouble booting up? 

or is it that you have trouble getting into the installation screen?

What model of laptop is it?

If you can still boot into Windows 8.1 you can boot to BIOS/UEFI from there.
 

  1. Press the Windows (icon_Windows8_key.png) key + C, or swipe in from the right edge of the screen to open your Charms.
  2. Click Settings.
  3. Click Change PC Settings.
  4. Click Update and recovery, then select Recovery.
  5. To the right beneath Advanced Startup, click Restart now.
  6. Once the boot menu appears, select Troubleshoot.
  7. In the Troubleshoot menu, select Advanced options.
  8. In the Advanced options menu, click UEFI Firmware Settings.
  9. Click Restart. The system will restart and enter UEFI (BIOS).
