Yup, used it when I played Borderlands 1 and Deus Ex HUman Revolutions, not that long ago.

Go to your flat screen in catalyst (your monitor setting) and click on "allow GPU downscale". (I'm using Danish, so it's the best translation I can give :P

Problem is that even without hairworks on, 780s and titan still get beating by 960s and 280.

Nvidia is doing something bad.

I might be mistaken but wasn't Tomb Raider the first game with Tressfx and that one came after COD:Ghost?

 

Tomb Raider came out before Ghost.  March 2013 versus Nov 2013.

AMD has had their own version known as VSR for a while now that came with the Omega driver.

It currently only works with the top tier cards R9 290(X) and Tonga.

VSR your mileage may vary.  If you're native 1440p you can only go to 1800p which makes me sad panda but I understand why (2160p is 1.5x, wouldn't downscale properly)
