My pc fan goes on and spins really fast when i plug in the electircity cable

Hey! So my dad got me a PC that i would pick apart and build again! So i could train building a pc before i go on with my gaming rig. But whenever i plug in the cable for it it turns on, and the fans start spinning really fast! I dont know if i plugged anything wrong, or something! But i really need some help. And i do not know if its the power supplie fan, or its the fan sitting on the back of the pc. But please i need some help! Thanks :) -Linus P.S Ask me if its anything you need to know

1. Check that the fan is going into the motherboard. If it's plugged into the PSU, that's why, as PSU power to fans make them go at 100%

2. If it's in the motherboard, check the fan curve in either the BIOS or in a program like SpeedFan

Open side panel while you are powering it. Does it turn on right away after you plug it to wall/turn PSU switch on?

Typically fans will spin at 100% when you first boot up your pc and then throttle down after 30-60 seconds. My guess is that the mobo does this to make sure the fans are working before the pc has a chance to damage itself from overheating.

I wouldn't worry much. as long as no surge is happening (you got a surge protector??), you should be fine.
