can the gtx 960 or r9 285 run minecraft heavily modded better?

Minecraft is usually bound more by the cpu than the gpu. Either should be more than enough.

and btw, I run heavily modded minecraft on the integrated graphics on my macbook. both of those cards should get awesome framerates.

 

EDIT: ohhh, i get it. which one isbetter than the other. probably the r9 285

You will get good frames with any of those cards. Sometimes going to edit profile on the launch menu and dedicate 2gb or 3gb of ram to minecraft it helps the mods run better.
