Mouse Stuttering in Castle Miner Z

So when I play castle miner Z pc i have this issue.  I have fine fps but where I a looking stutters everywhere? Any idea how to prevent this?

 

Details:

Mouse: MAD CATZ RATTE

Drivers: I have all the newest drivers

CPU: My CPU usage was avg of ~78% but would spike to 100 for a few seconds about once a minute.

I don't have this issue in any other games... any ideas on how to fix this?
