i have a 4790k i5 and i overclocked it to 4.2 and this lasted for a month, and then i turned my computer on then i went to seetings and noticed that it went down to stock 3.5 and i went back into bios and it said it was still at 4.2 and then underclocked it over clocked it and it wont change from the 3.5, then i do stress testes and the cpu wont do anything i went to temp and they stayed at 30c before the stress test and afer and the cpu monitor says it never goes past 800ghz and wont go up or down even in gamming new changes temps or clock speed.

Try disable C-State (available in BIOS), that's power saving features for CPU. C-State downclock your CPU when it's idling.

ok now i noticed that when i do a burn test it only uses 1% and its intel burn test, and when i play games it only says 5% being used (g-mod)

Dafuq? Have you tried other software? Try AIDA64, it shouldn't be 1% usage.... Should be pushed all the way to 100%

Can you reset the CMOS to default and try to re-apply the overclock?

Try this, when you overclock set the CPU Ratio mode to "Fixed Mode" instead of "Dynamic Mode".

nothing 

and i tryed to reset the cmos and acually nothing happens the overclock settings still are there the fixed mode i activated and then i waent back to it and its gone like it doesent show it anymore and intel turbo bust settins and intel stuff are all gone as well

Did you by any chance try to update the UEFI recently?

What I mean with Fixed Mode is to make the CPU run at that clock speed without Intel boost feature.

Try this, do BIOS Update, it helps CPU compatibility.
