So my internet speed is http://results.speedtest.comcast.net/result/883069304.pngbut every now and then it takes 20-30 seconds to load a page and my videos buffer on like 240p right now its fast but randomly its slow any idea on what it is

If using Windows:

Search "Source control" (it's a Windows default program) and take a look at network.

Do you see your internet maxed out? (A small graph on the right) and do you see what programs?

Also, do you have some uploading or whatever running in the background like Google Drive or Dropbox?

someone could be using your internet too, or could be getting DOSed but also could be you just need to reset your router/modem once, there are several different things that it could be, i would suggest trying a restart first though.

I am using a Dutch version of Windows.. So the name might not be correct :P

Go to task manager (Ctrl+shift+Esc), go to the 4th tab and there should be a source control button or whatever for it.

Does she download anything at all? it could also be an  antivirus issue, or the complete opposite a virus, or maybe its your ethernet, the possibilities are endless.

I see my CPU usage and ram usage I'm guessing I go to networking which I see absolutely nothing.

I have Norton, she is playing Elsword no web browsing. Later she might watch videos but I doubt she'll be installing anything. I'm not installing anything either.

Yeah that's the reason why its fast now. Yet I'm sure eventually It'll slow down again and I'm not sure if restating it will work again.

No, you need to go to that tab and press the button.

The picture has included red spheres around what you need to press.

Take a look at the blue rectangle spaces. If they are really high, you know you are using a lot of internet.

sometimes a restart is all you neeed, i would suggest removing norton though and maybe using avast or avg, however turn off avast sounds they are annoying lol, but if the problem persists i would suggest trying your sisters Laptop or desktop whatever she is using and see if it does it with hers too, if it does it with hers then you know it is either an ISP problem or in general a modem/ router problem, it could be a simple loose wire, or you might need to replace the modem/router, and 9 times out of 10 your internet service provider will give you one for free if you call them and ask.

Just saying whats wrong with Norton?

it is not a good antivirus, it comes pre installed on most laptops and causes more problems than solves them, i just use avast or avg for realtime protection, and malwarebytes for viruses, for adware i use superantispyware and CCleaner, and if for any reason i get severely infected which is unlikely i have a USB with extreme virus removal programs.

its not as bad as i am making out, but if it was so good they would not be promoting them selves through other companies such as adobe flash player and also Acer and dell seem to come with Norton pre installed on laptops a lot of the time, now you have to ask yourself if it was a good antivirus why would they need other companies to force you to have it pre installed?

the only antiviruses real time protection worth buying is ESET and Malwarebytes pro.
