The i5 build with an R9 280x instead of a GTX 960. The 280x is a similar to the 960 in price but yields better performance. The AMD build yield better GPU performance but I don't recommend you buy that CPU because it's far too old.

That's not that big of a gap. He may as well get the R9 290 instead of either of them. It costs more, but you could knock the price down in other areas.

You could cut down the price of the first build a decent bit if you decide not to go with the AIO liquid cooling.  Intel's CPU's don't run nearly as hot as AMD's. Unless you are planning on moderate to serious overclocking, I would suggest the Hyper 212 evo.  Put the saved money into a better video card as previous posts explain.

I don't see why you would rather pay $80 for the OS when you can get it cheaper and spend the rest of the money you saved on another component....
