Refresh Rate, Tearing, Response Time, Gaming Monitor Help?

Ok I've watched all the LinusTechTips videos and been researching for days.  I still don't understand what monitor I should get.

What I want:
Vsync seems to give me input lag which is unacceptable because I play twitch shooters.  I'm using "adaptive vsync" which helps but I'd like to get a monitor with a fast refresh rate which will stop tearing but also higher resolution.

The problem:
The monitor I own is a Asus VE247 (linked below).  Its a 60hz 1080p monitor with a 2ms response time.  I'd like to get rid of all tearing, get a smoother image and possible up my resolution.  The problem is when I find a monitor that has the 120hz or 144hz option it only comes with the 1080p resolution.

What I found:
My friends bought a Asus VG248QE.  Its 144hz 1080p 1ms monitor which is the current monitor I'm thinking about getting.

Question:
As a gamer all I want is a smooth image with no tearing at a clean high resolution from a trusted company for under $400.  Is there a relationship between resolution and refresh rate I'm missing?  Whats the monitor I should be looking at?  LED or LCD?

Any help would be greatly appreciated and after I fully understand monitors I will be creating a video to help others.

To completely eliminate tearing you are going to need G-Sync

This is something I've heard of but didn't look into.  Is it too early to jump on board with this or is it main stream enough that I'll have some options.  I typed in G sync to newegg and a bunch of stuff came up but the actual page doesnt say G sync.
