How to stop File System Errors?

Apparently for the past 2 months I have been having this issue. Its utterly annoying, not allowing me to install or play certain games that use launchers. It also screwed up my PC to the point where I can't use CMD as as a admin, saying "this file does not have a program associated with it" Plus, I can't even open up the start menu when I try to left click the start button (or whatever its called)

 

This is frustrating. Its getting to the point where I'm about to buy a new OS because I'll be honest, I messed up. I downloaded windows 10 but this is where the problem originated. File system error! File System error! I uninstalled windows 10 and somehow it reverted me back to windows 8.1 instead of windows 7 and now I can't even click the start button. 

 

File system errors are the bane of my existence. Good grief. 

For first time builders, please use PCPartPicker, Logical Increments.

Guessing you already tried to restore the computer to an earlier state?

That's not supposed to do that....

I did, but unfortunately it was back to where I first started getting it. February.

For first time builders, please use PCPartPicker, Logical Increments.
