INTERNET PROBLEM IN MY NEW PC?

So Five days ago I custom build a new PC !!!! 
Its Specs are 
1)Core i5 3.2ghz (x64 architecture) 
2)Gigabyte z97 gaming 3 motherboard 
3)Kingston 1600mhz ram 
4)Nvidia GT730 2gb 
I then installed windows 8.1 64bit and as I was using it I noticed my PC was experiencing very slow or no internet!!! I checked my LAN everything Every setting....everything was fine! Then I googled the problem I found out many 64bit machines had the problem.....then I removed Windows8.1 and intalled windows7 ultimate 64bit!!! internet is still slow and sometimes do not work!!! I took my LAN cable connected it with my 32bit windows 7 core2duo laptop and speed was fine exactly as my subscription!!! 
The LAN adapter in the gigabyte z97 GAMING 3 is BigFoot LAN adapter!!!! running Qualcom Atheros Killer LAN Driver......... 
PLEASE HELP PEOPLE :-(

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.

Anyways, the problem may be with the motherboard itself, you could've gotten static discharge while building the pc and damaged the motherboard.

@dragoon20005 I did that too!!! Unfortunately nothing -_-

then you might have a bad install

 

remove the driver entirely in device manager

 

scan for hardware changes

 

then re-install the driver

 

 

otherwise just replace the whole damn board
