It depends... Yes??

What mobo do you have? Does it have temp monitoring firmware built in? Are you using some kind of fan curve controlling software? Do you have any kind or fan controller?

Yes, you can set up a fan curve for the fans to dynamically adjust their speeds depending on various temperatures in your PC such as the CPU, VRM, graphic card or even the HDD. I use a program called SpeedFan- it's little old but gives you a ton of options and once you set it up nothing comes close to it- it's free too :)

For the most part, but some fans can run at fixed speeds. It depends on whats powering/controlling the fans really. If its the motherboard, then generally they adjust speeds in relation to temps, but if a fan is connected directly to the power supply, then its probably a fixed speed fan.

Yes they do... if set up a fan to dynamically adjust their speeds depending on various temperatures. I use MSI Afterburner, its a really good tool with a ton of set up options, especially if you are gaming.

Yes, If it is connected to a PWM Header (4-pin fan header).

No, if it is connected to a 3-pin fan header.

That is if:

Your fans have 4-pin connector.

Even if your fan has 4-pin connector and you plugged it to a 3-pin fan header on your motherboard, your fans will just give you 1 speed.

I wonder if these threads ever get one reply that has all facts in it? ;)

CPU_FAN header is one that is by default controlled by CPU temps. All other headers (CPU_EXT not included) run at constant speed by default. Depending on mobo this can be changed to follow CPU temps. GPUs have own temp sensor so GPU fans follow that. You can use MSI afterburner to adjust that one.

For CPU temp adjusting best are mobos own software or Speedfan, if its supported. Both 3pin and 4pin fans can follow curve, 4pins just get to lower speeds and are more accurate. This, ofc, also depends on mobo.
