OBS - CLR Browser Source Plugin

I'm looking to install the CLR Browser into my OBS software. I've followed everything it has told me...Downloaded the file, downloaded the microsoft related software, put it in the appropriate file on my drive ( https://obsproject.com/forum/threads/how-to-install-obs... ), tried to open the software...doesn't work...Restart my computer...Doesn't work...Deleted and re-installed it...Still doesn't work...Can someone help me please.

By the way I have OBS v0.651b and Windows 8.1 64-bit
