CPU cooler and Fans choosing help requested

For my new gaming pc I have yet to improve the cooling. I find the stock intel cooler too noisy and not fancy enough looking so I'm definitely replacing it. Also, for the sake of better looks and quieter performance, I'm thinking of replacing the case fans that I have right now. The case that it goes in is the white version of the NZXT phantom 410. I'm looking to maintain a white and blue color scheme so the cpu cooler should fit accordingly. I have a absolute maximum of 170 mm of clearance, so the Phanteks PH-TC14PE blue version that i really liked the look of, probably won't fit. Hopefully you have some suggestions, ranging to around 60 dollars/euros of budget. 

 

For case fans, I'm currently running good temperatures with the fans that came with the case, but I want to replace them anyway. I'm struggling to decide whether I want some blue or white LED fans, or to get regular white fans and light my case with LED's in another way. I want two 120mm or one 140mm for front intake (not obstructed by hard drives because I removed the cage), and 120 mm for rear outtake (probably stick to one fan, for positive pressure, but could also go with two fans: one rear and one top outtake).

 

Please give me some advice and suggestions. My priorities are performance (duh) and looks (duhh). I have some time to save money for the case fans, but I'm not looking to spend more than 30 dollars per fan.

Oh i'm sorry, kind of forgot about that I guess..

this is my system:

 

Intel core i5 4460 with stock cooler

asrock h97 pro4 motherboard

evga gtx 970 superclocked

2x4gb ddr3 ram corsair vengeance

128gb crucial mx100 ssd

1 tb wd blue hdd

corsair cx500m power supply

 

and as I said, the temperatures are fine. My components don't get any hotter than 70 degrees under load. It's just the noise and looks that i want to change.

Have you set a custom fan curve for your graphics card with software like Msi Afterburner?

yes i have set up the cpu cooler to a low rpm curve at idle.. the other fans are connected to the case fan controller on the nzxt case. Your recommendations look good, they don't match the white and blue color though (a). Any other?

You could get the 120mm heatsink from Phanteks.

 

Or this one which is turned on its side and with 140mm fans.

Msi Afterburner is for controlling the graphics card fans.

There aren't many decent white/blue options other than going with Phanteks but they wouldn't be as quiet as noiseblockers or BeQuiet!'s.
