I think 750W would be bare minimum.

 

Ideally, 850W.

It's as the title says, can I run these 2 cards in crossfire with a corsair RM650? Because I found someone that sells his used ones for cheap.

Sell that RM650 and buy a 850w if possible with the money saved :)

I can't save money because 850w psu's start at 120 euros or so

That's still 126 euros, it's unavailable from the first store and amazon.de only accepts credit cards which I don't have

It might be fine, but it's really on the edge.

 

My 2 290xs with a modest overclock (1075mhz on core) + 4670k @ stock clock have never drawn 700W from the wall, which is like 620-650W on the PSU. The 280x uses less power.
