Extremely bad issue happening

So I logged into my computer today and during the boot Windows 8.1 scanned for a fix and said a driver fix was needed.  Now when I log in, all file icons except for the ones on my taskbar are black squares.

 

-Issues seen-

Icons are black squares

Control Panel when opened shows "The page failed to load" -This means I cannot system restore

When running cmd as admin, I get "File System Error (65535)." -This means I cannot sfc /scannow or chkdsk

Some programs throw the "File System Error (65535)." while others open just fine.

App Launcher is also not started.

 

What can I do to find out whats wrong?

Keep digging around, but if all else fails, try installing a win8 iso to a disk or flash drive, booting to the iso, and repair your installation.

Boot from any Windows installation disk and restore to an earlier point where your PC worked correctly.

 

I only have the installation disk on a USB.  Will this still give me the option?

Boot from a Windows CD/USB:

 

Use the CMD in there to find your install partition drive letter (diskpart)

Once you know that use this command to SFC 'sfc /scannow /offbootdir=d:\ /offwindir=d:\windows'  (d = your drive letter)

 

You can also system restore as well.

Boot from an install DVD, click on "Repair my computer" and click on the command prompt.

 

run "SFC /Scannow".

If that fails, do a system restore to before any updates.

A super ghetto way of getting to that, would be to turn it off, start booting, and hold down the power until it turns off.

Do that 4 times, and it should take you to the recovery menu. From there you can choose things like system restore, system refresh, and system refresh.

You can try the system refresh; That wipes all your programs but keeps your files.

Also, getting into system restore the on/off several times way gives me an error saying system restore failed while scanning the file system on the drive E:\.  E:\ is my hdd with random files, documents, etc.  C:\ is where windows 8.1 is installed...I tried again with E:\ unplugged and then it gave the same error but with the issue being drive D:\ which is my Blu-ray drive that is empty.

It should be windows 8.1.  I purchased it on Microsoft chat, it was an upgrade because I had windows 7 on the computer already.  Would this make any difference?

I'd imagine they gave you a key to upgrade from Windows 7 - > 8.1. Your options are to install Win 7, and then upgrade to Windows 8 (maybe), or contact Microsoft. (I say maybe because this still may not work)
