Both are made by reputable brands and priced almost same, which one should I buy? Also should I buy 280X instead of 960?

The R9 280X will perform a bit better than the GTX 960 at the cost of higher temps and power consumption. If you see fit, go for it.

 

As for the PSU, I'd recommend the Cooler Master unit for the higher efficiency rating, but both are pretty underwhelming for your system and I would recommend something 550W+

I think my peak power consumtion is 400W so 450W PSU should enough or I should buy cheaper 600W? (Huntkey, Aerocool)

The Cooler Master G450M is the better PSU. If you want us to provide an alternative, it would be helpful to know your budget and the store you are buying from (links).

Will be 450W enough for overclocked 4790k and newer GPUs (380x or Nvidia Pascal)?
