HDMI is your problem. Use Display port or DVI-D.

I'm confused the most I can change my refresh rate is 60hz when I have a 144 hz monitor. I have a gtx 980. Tried it with Tomb raider but it capped at 60.

What cable are you using?

 

Also did you change it through Screen Resolution in Windows?

You could overclock your monitor as HDMI won't normally allow above 60Hz.

 

Get a Dual Link DVI-D or DisplayPort
