Concept of oversampling in scanner?

My only usage of scanner is usually just to get documents into computer

 

 

 

I've started scanning some soundtrack cd for archival purpose and suddenly had idea of going at highest dpi setting on png format and resize to desirable size in image editor,

 

does this produce same "enhancement" as oversampling in game?
