Help with Raspberry Pi audio server

So I'm working on an audio server for my cousin with a Raspberry Pi, and I'm not exactly sure how to start it off. I'm completely new to this. He wants to be able to control it via an android device, and to stream music to multiple receivers over wifi.

Yeha it's possible, but you need to make like front end admin panel with HTML/CSS/JS/PHP then make PHP to work with python (I think R Pi use python?)

There is lot of job for somthing like that, you can just download appl from Andoid/Apple store i think "Echoo" is the name of app for that?
