Best silent CPU cooler at <$50 and <$100

What is the best CPU cooler under $50 and under $100 that is the best compromise between noise and cooling?

 

So far I have been suggested :

 

CM Hyper 212 Evo w/ Noctua Fan
CRYORIG H5 Universal 65.0 CFM CPU Cooler
be quiet! PURE ROCK 87.0 CFM Sleeve Bearing CPU Cooler
Noctua NH - D14

 

But wanted to get more input on based on what other folks use.

I only wrote what had been suggested to me previously. I am using this thread to find more options before I decide on a new CPU cooler.

Don't forget the Phanteks PH-TC14PE, it performs just under the noctua nh-d15 for $40 less. It also comes in quite a few colors to fit any build. The best value is the hyper 212 evo for $30.
