There was a power outage/surge (I really don't know) and my pc turned off. And when i powered it back on it said it had to do updates. so I was like OK. but then the power went out again and during the update. Now the computer shows a blank black screen. But all the fans a lights do turn on. Any help will be appreciated

That's not a good situation, it sounds like it was trying to repair or recover from the first outage and it just got hit during the second outage, so it may have left the drive's boot partition or windows update incomplete or damaged. If you have a windows install disk or USB drive try going into there and running the repair startup to see if it's able to fix it.

Something similar happened to my laptop. Seems like power is going through your components, but in an a currently "unhealthy" way. Unplug the actual computer from the wall, then press the power button on the case, or the motherboard, this will discharge everything, basically resetting all the components. Press is over and over a few times, wait a minute, then plug it back in and try to power on normally.

Edit: Although yes, it is more likely a HDD issue.

I agree sounds like the update corrupted your OS. You may need to repair or reinstall the OS. If it comes down to a reinstall I would buy a external drive connector use another computer and pull the files off that you need to be safe. I hope it works out!

Do you get a bios splash on boot?

Build It. Mod It. Customize It.

It might of just messed up the windows update. It does say do not turn off/ restart your computer while its running so you might just need to reinstall windows.

Does the bios flash when you turn it on? If it does, it would indicate a corrupt OS, if the Bios doesn't flash, then some of your components are probably dead.

So after changing the drive that got hit by the power surge with a new one that has windows installed it still won't boot?

If a component was damaged by the power surge it's most likely the PSU, and hopefully nothing further.

I also think it the PSU but I'm not 100% sure. Is there any signs that tell me that the PSU is dead or the mobo is fried

This happened to me once. One of the disks failed in a way that prevented booting. It doesn't seem the PSU is dead since the fans and lights are spinning.

The best bet is the PSU it's usually the first thing that goes and it will basically sacrifice itself so it doesn't damage any of the other components, I had this happen way back in the day with an old PC i had. It's pretty hard to diagnose the issue just straight on but if you have a friend or someone you know can lend you a PSU just to test your PC I would try that first.

Also just a suggestion to prevent this in the future, a UPS will remedy this issues the next time when a power outage or a drop/increase in power occurs. It will basically let you run on the UPS's battery for a certain amount of time, usually more than enough to shutdown and save important data.

I had a UPS, but a friend broke it

How were you able to determine it was all those parts? If you took it somewhere I might take that with a grain of salt. Some shaddy shops or big box retailers will tell you more is broken to sell you more parts or charge you more. Your best bet would be to find someone with extra parts and swap them out one by one to determine the issue. I hope all those parts were not damaged!
