Mother board issues

I recently made a purchase of an i7-4790k and a ga-z87-d3hp (Gigabyte clearly) but once I've installed the cpu in the motherboard and try to boot, nothing is displayed on screen and just goes into a boot loop, I was told it already has the latest bios version by the seller. It's not any of the ram modules I own, I got a new psu as well which I have tested and works fine. Any ideas from anyone?

I would assume the seller lied, or was misinformed about the BIOS version. BIOS version must be F6 to use any DC/Haswell refresh chip.
