Is my PCI port broken?

Hi!

I got a problem i cant solve.

I had an GTX 660 GPU and one day when i turned on my computer, the graphic were very low and the resolution extremly low. So i checked the status in Nvidiainspector and it said that it couldnt find my GPU or anything about the graphic section. So i tried to reinstall my drivers but i got an error while trying to update them. So i thought my GPU was broken so i decided to buy the GTX 970. Got home installed it with the PCI-E power 1x6 pin 1x2 pin. Tighten the screws and checks so everything was tighten and good. Turned on my computer and same problem again. It cannot find my GPU and it says "Windows Basic Driver" in the graphic section. I Also tried with my second PCI-E power connector but didnt work either.

I got the latest BIOS and Drivers for my computer.

Whats wrong with it?

Is it my motherboard chip PCI thingy that is damaged? I Also tried to choose only the PCI-E in the Bios instead of "Auto" but didnt change anything.
