Seidon is better performing by a few degrees but it costs more. 

 

Not worth it unless you can't fit a 212E in your case

Only worth the extra money for more quiet operations.

Price difference doesn't effect performance by much.

I have the Hyper 212 EVO and I have the fan speed increased to 50% in the bios. And my PC is silent even with the increased fan speed, so it depends on if you have the money for the AIO cooler. Also the AIO doesnt perform much better, my 212 EVO with my i5 at 4GHz keeps it under 50C even when gaming on games such as Battlefield 4.

which one is more important for you silence, performance or size?

theres no real performance benefit from a 120mm AIO that would outweigh the additional point of failure (pump failing).

 

If you can fit it go for the 212
