How much slower will the graphics card be with half the slots? That's like the best wireless card.

noy much maybe you get 2 fps less in games max so dont wory

I want to get an Intel 4460. Since it only has support for 16 PCIe lanes, can I use a Radeon R9 280x (PCIe x16) with a TP-Link TL-WDN4800 (PCIe x1)?

PCIE 2.0 1x likely runs through the PCH on the motherboard and not directly from the CPU. Even still, you can use two 280x and be fine.

What's the difference between running the graphics card with 8x compared to 16x?

Less bandwith, but there's already more than enough at 8x.
