Minecraft is CPU heavy, GPU doesn't matter a ton, but I believe a R9 285 is better than a 650 Ti

It wouldn't make any difference really, but it would be better in GPU intensive games

What about with an approximate OC of around 250MHz?

I'm not sure.

Here, I found a review of some GPU that has benchmark tables that include the 650 Ti.

It doesn't include the 285, but the 285 is somewhere inbetween the 280X and 270X (little bit more towards the 280X)
