GPU clock speeds doesn't go up

So i found that cpu is not a problem anymore i found that my clock speeds are actually locked in games, at idle my clocks are : 

And when i launch the game it only goes up to : 

Here are pics of game settings and fps :

My GPU is Nvidia 520M and its maximum clock speeds are 1480 Mhz so this is what causes small fps in my game please help need answers. Thanks.

Notes : my fps was fine 2 days ago, temperatures is not the issue, and settings are not to high for my hardware i know that + changing graphics doesnt change fps.

60 degrees? i've changed my thermal compound yesterday due to my previous post and how it can throttle now if it was fine 2 days ago, i've just litteraly sleeped laptop then turned it back on and the issue occured. OOps didnt see the temps , try to reinstall drivers.

 

Edit, the gpu wont run its full speed if it aint necessary.

tried that too. I even reinstalled windows from 8.1 to 7
