Pretty much.  Is the cable box live?

Remember there may be fees payable (eg a license fee for non-time shifted playback in the UK).

There is very little on the TV that doesn't appear on a web site somewhere.  A lot of people no longer/have never had a TV they get all they need from internet news sites, YouTube for quick ten minute 'programmes' ,netflix for box sets/series, catch-up sites for main stream channels.etc.  I pretty much never watch telly these days not a conscious decision just happened, as the telly gets more and more channels all it seems to be is more and more dross.

I live in the USA

Where do you live? In the UK, there's multiple websites to watch live TV on for free such as http://tvplayer.com

Does your monitor have HDMI? just plug your cable box into it.

Or if your cable provider supports CableCards ( I rent one for $2.95 a month instead of renting a cablebox/dvr )  you can use something like this, and windows media center.  Your cable provider MUST support and rent CableCards though.
