I'm getting an i5 4690k running on a Z97 Sabertooth Mark2 with a Noctua NH-D15 Air cooler. What kind of OCs can I expect to get?

Silicon lottery will determine that, but assuming you have an average - slightly above average chip; 4.5 isn't unreasonable.

Cooler will affect more on how high voltage you can use than what OC you can get with that voltage. Its one of the best air coolers on market....
