At STOCK. Best cooling wise (and then also OCing wise) would be the vapor x and tri x.

No, the lightning has a higher cooling capacity, is binned, and has better power delivery than any 290x on the market.

Personally I have a Raedon R9 290x and its rad, other 290x's are a little better though. I recommend the 290x over 970.
