Ram and CPU support

IF i have a 3770s CPU that only supports up to 1600mhz ram can i then still but a 1866mhz block in and run it at 1600mhz ?

Yes.  You can always just change the frequency in the bios. You might still be able to run it at 1866mhz aswell.
