FPS drops when connecting second monitor

Hey guys, I've been having trouble with my PC ever since I hooked up a second monitor. Typically in games like CS:GO or anything running on the source engine I can get around 400+ frames. Although when I plug in my second monitor (which is used to surf the internet while playing), even if there are no additional programs I will get random frame drops every 30 seconds or so. I still get the 400+ plus frames, but it will drop down to 30 or 40 for a moment, then go back up. As you can imagine it's quite jarring, and I recognize that my fps would take a very slight hit when having a second monitor, but not nearly that detrimental. My primary monitor is a BenQ RL2455 which is wired to my PC using DVI. My secondary monitor is an ASUS VH236H, which is wired through HMDI to HDMI. Any help will be appreciated.

UPDATE: Problem still persists. Although I have narrowed it to only seeming to affect CS:GO.

if you turn off the 2nd monitor

 

will the fps return to normal?

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.

Only if I completely disconnect the monitor from the video card will the fps return to normal. I don't know if it matters, but I forgot to add that I am running windows 8.1 and I have the display setting put to "extend this display." Just trying to make sure I don't leave anything out.

when you connect the monitor

 

check what is your GPU clock speed using GPU-Z ID and also during CS

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.

Idle MHz on the single monitor without connecting the second is 300MHz. When the second monitor is connected it boasts to 500MHz. When playing CS it goes up to 1020MHz.

it means the GPU working harder with 2nd monitor powered on

Makes sense, but it shouldn't be so taxing as to cause the fps problems right? I know other people with similar setups and they've never reported the issue.

maybe try updating your AMD drivers

All of them are up to date, sadly.
