Adobe Premiere Pro GPU Acceleration Not working

Hello, I've been noticing that the gpu assisted rendering process in premier does not speed up even with the mercury playback engine GPU acceleration (CUDA).

I used as a benchmark a 1 minute clip of 30 fps avi gaming footage and rendered in H.264 at  10693 Kbps and i got these results:

CPU Only: 1 Minute And 43 Seconds

GPU Assisted: 1 Minute and 41 Seconds 

 

not much difference with a gtx 970 and 4790k is it, what is the problem?

Same here with AMD, R9 280X (OpenCL) and before that with GTX460. I guess GPU acceleration is only for playback in Premiere Pro only, or only used when specific effects are applied.  (?) It even says so at the "Use Maximum Render Quality" option.
