Telnet Chat Room

I want to host a telnet chat room with a password to get in and a username/password account making system for me and my friends. How can I do this?

Just a guy who peaked at building back in the days of the GTX 980. If you see me here, assume i have technical knowledge akin to a committed hobbyist builder back then. If something's changed, you'll need to tell me(nicely plz). I'm probably asking for help with the modern build scene since I have no clue what's going on.

Neh, I mean like a server I can access via putty. Password to access the room, and then it's just like one big forum thread. So I could give the password to anyone and they could log on via putty, cmd, etc.

Like an IRC? PUTTY is used to connect to servers at least to my knowledge.
