The USB Diskette on Key/USB HardDisk  should be first.

What happens when you press F12 or F10 while bios logo?

I am confused.

Windows 8.1 is a free upgrade to Windows 8? From the Windows App Store you can upgrade to it with ease.

In any case, I don't get why you are trying to enable floppy drive. Did you put Windows 8.1 setup in 1458 floppies?

If you you are using a USB flash drive, you need to extract the Windows 8.1 iso to the flash drive and make it bootable.

You can use this free tool from Microsoft to do this all for you: http://www.microsoft.com/en-us/download/windows-usb-dvd-download-tool

Once done, you want to plug it on a USB 2.0 port, and tell your system to boot from it.

the main reason i am trying this is i will order a new PC soon with no CD driver in it. so i would like to test, how to instal from USB... if i can't do it on my laptop than why would it work on my new PC?

i will try the program you suggest, i let you know how it goes thanks

HP systems generally use the F9 key to enter the Boot Menu. From there you can select your one-time boot device.
