I don't know what the budget is so I used a random number (0-300) generator and got 290 here is the thing

i can just go and chose the cheapest thigns on pc part picker, it will work but wont be good at all, can you give us a budget

Will ubuntu or other linux distro suffice? For something of low budget I wouldn't bother building and just buy something cheap from a reputable brand, that way you won't have to rip your hair out if something goes wrong and it will be guaranteed to work.
