Found this on a support forum:

"had same problem, for a week,go to control panel click uninstall programs, find >Net framework 4 client profile file ,then click right and do repair file ,install part worked fine right after"

If you can't repair it like that use method 2 here: http://support2.microsoft.com/kb/2507641

If that fails try this: http://support2.microsoft.com/kb/958049

This doesn't appear to be a .net framework problem.

+ don't see "net framework 4 client profile" in uninstall or change a program

Hmm... Maybe try follow whatever people are saying on here: http://answers.microsoft.com/en-us/windows/forum/windows_7-windows_update/why-cant-i-apply-these-2-updates-kb2644980-and/b95d1dcb-c2b1-4e0e-8efe-103e29c2d8ee

It's those two updates KB2644980 and KB2251489 that you're having problem with that are also the problem in that thread.

Also I found here: https://social.technet.microsoft.com/Forums/windows/en-US/2bc59291-a769-4b19-9466-3b360ea4d8dd/update-wont-install-kb2251489?forum=w7itproinstall that someone found that the problem was caused due to them not having administrator priviliges or something. I'm not too sure how to help other than linking to other forum threads. Hope it works out.
