Sandy Vs Ivy Vs Haswell Budget

Hey guys I'm looking for making a cheap gaming pc with the following guidelines:

Intel Quad Core
Mini ITX or Micro ATX
Able to house large Graphic Card (Currently have Sapphire r7 260x but want to be able to update later)
USB 3.0 

My question is though should I go Sandy, Ivy or Haswell?

Haswell, there is no much reason to go with older architectures unless you find used stuff really cheap.

Haswell, it's pointless to go with an older chip. Most of the things for Sandy and Ivy are used and if you want new then you'll be paying more for less.

Haswell because haswell has about 15-20% IPC improvement over Sandy

Haswell, and the amount you are willing to spend so we can reccomend a system for ya.

Is it bad that my dream setup only costs a few thousand not counting the obutto?
