Windows Glitch

Whenever I right click on a folder on my windows desktop, it freezes for a couple seconds, flashes white, and flashes almost instantly back to normal. This is really annoying, because it makes it impossible to right click on the windows desktop on a folder to delete it or rename it. I just built the computer, and I am using windows 8.1 pro. Why is this?

 

EDIT: I restarted and it works fine now. I wonder why that was?
