Id suggest going with cheaper ram at no higher than 1866mhz and unless he needs the features of that mobo swap it out to a cheaper one between $100-120 then he could use the savings from that to get a Gigabyte G1 970 instead of the Zotac

lower speed RAM 1600 or 1866 is more suitable.

Here ya go i swapped a couple things around made it cheaper while getting you a bigger psu incase he ever wants to run sli and overclock everything and managed to sqeeze in a way better 970.

Are you positive there wouldn't be any throttling? To me I'm imagine at least a bit would happen at that point.

 

Edit: also the colors I'm going for are black and gray your mobo was blue and memory red

I wouldn't think so. My bad on the colors but you could easily swap then out for the appropriate color components of similar price.
