I am looking for a $500 home-use computer that can play 1080P MKV files and browse the internet at lightning speed. What should I go with?

Are you in the US? I think you can get away with something much cheaper, for just that.

If you want to turn it into a "gaming" rig, just replace the i3 with an i5, and add an R9 270 and you're good to go, though you might want to get a different case for better air flow and convenience as well as 8GB of memory. However the iGPU of the i3 is perfectly fine for 1080p playback, so there's no reason to get one for simple stuff like what you described, and the i3 is powerful enough for what you want to do as well. No real reason to spend more.

here is a nice budget build :P    tho if you want it to be a gaming rig you could change the GPU to a R7 260X the PSU is part of the case and for browsing the internet your going to need good internet speed in order to do that..

I can guarantee that pretty much any current-generation CPU's integrated graphics will playback any kind of media file.

I had a G6950 dual core Pentium (four year old processor) without a graphics card that was in a media center PC. It was great. It even played Spore. Integrated graphics is seriously underestimated.
