GTA IV Stuck on 4k resolution (Very Zoomed in)

I have DSR on because it is an awesome feature and I was modding GTA IV when all of a sudden it launches at 3840x2160 and CANNOT be changed.

 

I tried turning off DSR to try and force it back to 1080p but nothing.

 

Any ideas?

Did u use -nomemrestrict & -norestrictions as launch option?

Not really, usually -nomemrestrict & -norestrictions is the fix to unchangeable graphic setting in GTA4. Let me check again after i'm back from work.

This is really weird, when I load in it isn't zoomed in anymore but I still can't change the resolution?

 

If there any notepad files to edit the resolution?
