Extreme lag when window is on border of or between monitors

I've been having this problem plague me for a while, so I just decided to not use my TV as a second monitor. But recently I need to use it, but I can't because of this awful problem. I've tried completely uninstalling graphics drivers and re-installing them, but that doesn't fix it. 

 

What happens is if a window is touching the border of one of the screens or in between both screens, my whole system runs at 5-7fps. It's completely fine if a window is completely on one monitor or the other without touching the border between the screens. I've Googled the issue what seems like hundreds of times now using different wording, but I can't find anyone with the same issue who found a fix for it.

 

My OS is Windows 7 Ultimate, all other specs are in my sig. This problem just appeared one day without me doing anything. Any ideas on how to fix it would be appreciated.

 

EDIT: Just tried this out, and apparently it only lags when Windows Aero is enabled. With Aero off, it works fine. I'd really like to have Aero on, though.

Happens to me too.

Someone told Luke and Linus at CES 2017 to "Unban the legend known as Jerakl" and that's about all I've got going for me. (It didn't work)

Dont have it... maybe its a problem with win 7 - i use win8.1pro and its literally not different in any way when a window is on the border of the screens.
